Regarding what happens to merchants who don't EMV after Oct. 1, 2015 (thanks Top Leaders WAYNE & ANGIE HARRINGTON for spotting this):

What Happens If I Don’t Migrate to EMV?

If you don’t complete your migration to EMV-capable terminals before Oct. 1, 2015, then the party with the least-secure infrastructure is liable for any credit-card fraud committed at your business. In this case, “least-secure infrastructure” means least EMV-capable.
This liability shift applies to fraud originating from both counterfeit credit cards and those that are lost or stolen.
In today’s pre-EMV world, issuing banks assume any liability if fraud originates from a counterfeit, lost or stolen credit card. After the October deadline, that liability assumption shifts to the party with the least-secure means of accepting payment.
Consider this typical example from before 10/2015:
A patron uses a magnetic-stripe card at your business to buy $300 worth of goods. Upon reconciling your receipts for the day, you are notified that the goods were purchased with a counterfeit card, resulting in a fraudulent purchase. Because it’s the issuer that backs up the creditworthiness of the card, the issuer of that account will reimburse you with the original purchase amount.
But time marches on, and the issuing bank, your acquirer and your payment processor have all migrated to EMV. Here’s what happens when you don’t have an EMV-capable terminal after 10/2015:
A patron uses a magnetic-stripe card at your business to buy $300 worth of goods. Upon reconciling your receipts for the day, you are notified that the goods were purchased with a counterfeit card, resulting in a fraudulent purchase. The issuer, acquirer and payment processor each have migrated to an EMV system, and your business is the only part of the chain that hasn’t migrated. Because of that, your older, non-EMV terminal didn’t catch the counterfeiter. Because your business is the weakest link in the payment chain, you’re responsible for assuming the $300 fraudulent cost.

This country wants to ban the use of cash in stores



Economists love the idea of a cashless society. So, increasingly, do consumers.

Everybody loves money, but increasingly folks are skeptical of the paper kind.
Earlier this month, the Danish Parliament proposed a law that would allow stores to refuse to accept cash payments in exchange for goods or services. Now, the Danish Chamber of Commerce is backing the move, according to a report in Yahoo News.
Riding the world of paper cash has growing support in the economics community. In a paper last year published by Harvard economist Ken Rogoff, he argued that eliminating cash benefits would allow law enforcement to crack down on illicit activites, as the anonymous nature of paper money allows transactions to evade the attention of law enforcement.
The elimination of paper currency would also allow central banks to institute negative interest rates, a enticing prospect for central bankers who want to stimulate the economy during periods, like today, when the cost of money is hovering around zero. If people are forced to keep their money electronically in bank accounts, banks could charge their customers for leaving their money unspent. In a paper currency world, rational actors would simply keep their money in cash if banks tried to institute negative interest rates.
More importantly, consumers and even retailers are now coming round to the idea. Research by Nilson shows that the amount spent in the U.S. using Visa and Mastercard debit cards has risen nearly nine-fold since 2000. For some, it’s the convenience, especially now that cards enabled for contactless payment save you the trouble of keying in a PIN-numer.
For others, it’s a matter of security: Uber drivers, for example, often point out that the company’s cashless settlement system means they never get robbed by passengers any more, ending a curse as old as the city taxi itself.
